Stock raising is the only kind of labor in this county. The Freedpeople work for Daily and Monthly wages, ranging from fifteen dollars (specie) per month, to two and a half dollars per day

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

Disputants never appeal to the law but compromise their small difficulties 

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied." 

I labor under no difficulty, with the exception of having no attention paid to my application for authority to act in the matter of schools (by Lt Garretson) much good migh [[might]] follow the appointment of a Civil Magistrate and I would recommend the name of E P Upton as a good appointment Col.
