Sir:
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending November 30th, 1867:
I have nothing of importance to report in the past month but few complaints were brought to this office, and they were trivial.
The failure of the cotton crop will create much distress among the freedmen, as they had expected to pay their indebtedness from that share of their produce.  I find that the system of working for a portion of the crop is not advantageous to the freedmen, and therefore, have recommended them to work only for money wages in the future.
