"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, &c, &c."

I would suggest - as I have already done, that the operations of the Bureau would be more efficient were my station changed to Jefferson, Marion Co could attend to affairs in the county with as much effect - and Jefferson being a town larger than Marshall with more than double the business of Marshall, I believe the general good to the freedmen would be greatly advanced by the change. That being the shipping point of cotton, could prevent any fraud that might be practiced by shipping before settlement as was done last year in a great many instances and the shippers have claimed when called to an account that they had received "No Returns"
