"Give a statement of the official business transacted during the month; its nature and your method of disposing of the same. State your office hours; the number of days absent from office, if any, and reason for the same."
Very little business was transacted during the Month, owing to the fact of the prevailing epidemic in all the towns and on several plantations in the County, The few cases, were settling difficulties arising out of contracts, making settlements, division of crops & Office hours 9 A.M. till 5 P,M, I removed my office a few miles from Anderson, on the breaking out of the Yellow Fever. My reasons was for the accommodating of the people in the County. The town being [[?]], and the safety of my family and Troops

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words will the civil authorities protect them and give them justice; &c., &c."

The number of Troops five (5) men, the necessity for the Troops to arrest parties, abusing the freedmen, violating my orders, Contracts &c I do not think the freed people would be protected without troops in the County The Civil Authorities cannot protect them, under the existing circumstances, but few fear civil authority, as the County is now
