If the government does not afford some protection to the people, against these desperadoes they will take the business into their own hands, already it is reported that three Mexicans have been recently killed, and the business if continued will bring on a war of races,———
Report such Bureau Agents and Civils officers as have neglected their duties, or been guilty of abuse of freed people; with statement of circumstances &c, &c.
