Sir:
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending December 31st, 1867:

I was delayed at Richmond, Fort Bend Co. owing to the serious illness of Capt Wm. H Rock S.A.C. BRF & AL. & made some two settlements for him besides attending to other Bureau Duty. Capt Rock having previously had charge of the County of Brazoria rendered vacant by the death of Lieut Duggan - SAC BRF & AL. I felt that I was justified in aiding him in all services which would render me more efficient as an Officer of the Bureau - On the recovery of Capt Rock from his severe attack, I was accompanied by him to my new field of labor - I found on arrival an amount
