"Report the disposition and feeling of the white people towards the freed people as expressed by words and actions."

The disposition and feeling of white people ag'ts Black is much worse that it has been the past two years, agravated I think by the freed peoples interest in the political situation, and their righs [[rights]] of suffrage

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, &c., &c."

I have held several meetings, and spoken to the freed people upon education, and find great interest manifested by them. Schools could be formed in nearly every presinct in the county if efficient teachers could be found. The school at Anderson is well attended and promises well in future. The freedmen are not able to pay any more than the cost of Board for a teacher on account of the general failure of crops in this section. Efforts are being made at Anderson to build a suitable House for School purposes
