"Report the disposition and feeling of the white people towards the freed people as expressed by words and actions."

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, &c., &c."
There is little or no feeling manifested by whites or freedmen on the subject of education; no steps are being taken to promote the same. The freed people seem to be perfectly indifferent on the subject.  The great decline in cotton has resulted in their having little or no money coming to them at the end of the year, and they are very much dissatisfied, and seem disinclined to contract for another year.  They  show great desire to emigrate to some other part of the country hoping to better their condition, while hundreds are pouring into the county, for the same purpose.  Everything is so fluctuating it is almost impossible to establish schools at present.

I do all in my power to induce them to remain and not to flee to ills they know not of.
