"State the kind of crops raised and the condition of the same; whether the freed people work for monthly wages or a portion of the crop and the customary amount of either"

Owing to the fact that most of the freedmen are without means to rent land and plant on their own account they are mostly compelled to work this year for a portion of the crop.  The planters in most cases furnishing horses, ploughs, provisions, etc    The freedmen to receive one third 1/3 of the crop made.  I am not aware that any freedmen are working for monthly wages in my Sub-district.  The crops for this year will be almost entirely of corn, as the generality of planters have resolved to plant but little cotton this year.

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

The ill effects of the State law adopted by the last legislature of this State in apparant and manifest themselves strongly in nearly every contract which has been brought to me for approval wherein the planter claiming the right of imposing fines on the laborer, to be deducted from his wages fines for loss of time disobedience impertinence neglect etc. which if permitted would place the laborer entirely in the power of the planter and leave him at the end of the year in a state of beggary & dependence

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."

I have met as yet with no particular difficulties, in the performance of my duties consequently I have no report to make on this subject.
