"Report the disposition and feeling of the white people towards to freed people as expressed by words and actions."

The prevalent feeling from the pulse of the public mass, at the writing of the present report, is that freed persons of color have no right of being allowed to have a word in deciding the difficulties of the nation at the present stage of reconstruction. One man, a R. Morris, made very bitter remarks of what he would do if they voted, &c - sent them word to come, if they wished to, Ex Governor H. R. Runnells discharged a hand because he voted, He has also disarranged affairs on a plantation, leased by himself to a Mr Fowler & Campbell, the hands employed to work for

"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, &c., &c."

No new feelings, regarding educating the colored, freed people are known to me, to report.
