Sir:
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending 29th February, 1868[[strikethrough]] 7 [[/strikethrough]]:

Freedmen affairs have not been improved by the reestablishment of the civil authorities, as may be seen by the affidavits transmitted herewith.

Franklin Pullen, (white) stated on oath, that Wm A Coyle (white), living near Elysian-Fields, Harrison County, murdered on the night of the 1st of Feb. a traveler of the name of McCloud, and that no attempt was made by the civil officers to arrest the murderer.

The notorious murderer and outlaw Bateman, is still engaged in committing depredations upon the freedmen
