Settling claims between Whites & Blacks. Calling attention of the civil Authorities to Criminal cases in which freedmen are parties  Giving advice to freedmen according to my best judgement and ability. Office hours from 9 A.M. till 5 P.M. Absent at Galveston two (2) days, collecting accts from Q.M. Absent from office but in the District seven (7) days, cause sickness in family

No troops at the station. The necessity for troops is to protect all clases. Since the removal of troops in Grimes Co crimes have quadrupled. At Bryan no persons are safe in the streets after dark. Guns and pistols are discharged throughout the night to an alarming extent. The civil Authorities are very slow in their endeavors to carry out the law. A freedmen stands a poor chance before a jury.
