To
Lieut J. P. Richardson,
A. A. A. Gen'l,
Bureau of R., F. and A. L.,
[[strikethrough]] Galveston [[/strikethrough]] Austin, Texas:

Sir:
In compliance with Circular Letter, dated Headquarters, Bureau
of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston,
December 31, 1866, I have the honor to submit the following
Report for the month ending March 31st, 186[[strikethrough]]7[[/strikethrough]]8:

there are no civil or criminal actions this month worthy of note everything has been peaceable, quite and orderly. I suppose the reason is that most everybody is at work and can not spare the time just now to come to town and get drunk.
