8 Report such Bureau Agents and Civils Officers as have neglected their duties, or have been guilty of abuse of freed people; with statement of circumstances, &c., &c. I am not aware of any "Bureau Agents" that have failed to perform their duties, but as for civil officers, they perform their duties in such a manner that it would be preferable if they would neglect them. In the case of M. H. Rogers, justice of the peace, who was recommended to be removed by Col. Sinclair I think it is extremely necessary that he should be removed, as he is not only a rebel but he is a bigoted superanuated old fool and not in any way competent to perform his duties. So far I have been unable to find any man who could take the oath, to be his successor.
