Corn cotton & sugar.  All looking well  about 2/3 of the freed people are working for a portion of the crop 1/3 and found 1/2 and find themselves  the wages when paid range from 7 to 12 1/2 dollars pr mo.

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor." 

There have been no cases embracing the above points.

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."

I have none save where a man positively refuses to comply with my orders and then I have no power to compell him.
