With very few exceptions the freedpeople in my Sub district are working for a portion of the crop in most cases they receive a weekly supply of meat and meal sufficient for their board and when the crop is made are to receive 1/3 of the crop raised The principal crop used this year will consist of corn. But I am inclined to believe more cotton will be planted
than was first anticipated

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

The laws regulating labor Crafted by the last legislature of the state are most vicious and manifest their bad influence on the employer in almost every contract brought me for approval where in they impede fines on the labor wages for lost time, impertinence, disobedience, injuries to farm implements etc etc which if permitted would soon rob the laborer of all the fruits of their labor. & put him completely at the mercy of the planter

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."

The apathy of the Civil Authorities and the want of power to enforce any order or decision I may give constitute my chief difficulty.
