The business has been chiefly settlements, Approving Contracts for the present year, making collections for freed people, settling petty troubles between the freed people &c My manner of disposing of the same is to the best of my knowledge and judgement and in accordance with justice and equity. Office hours 8 am till 5P.M. Have not been absent from the Dist. have travelled quite extensively in making settlements &c

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words will the civil authorities protect them and give them justice; &c., &c."

No troops in the Sub Dist. the necessity for troops is for the protection of all loyal citizens. Troops are worthless unless well mounted and efficient I have no faith in freed people getting justice when arrayed against White, before a jury The prevailing oppinion is that it is no crime to take from a former slave his just earnings.
