I have no suggestions to make nor Bureau agents nor civil officers to report. The merchant aims for the last six weeks are tending to discourage the freedman & planters to a great extent, for the first three months of this year the freedman done better than any time since their emancipation, but now you can see signs of discouragement and dissatisfaction, and if these rains continue for a few weeks longer I am afraid their crops will be lost, if it is there is going to be great destruction next winter.
