"Make such practical and judicious suggestions as will, in your opinion render the operations of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties"

Nothing but troops can make the Bureau more efficient
Our Civil Officers do all they can but frequently meet with such resistance as to make them unable to execute the Laws it should be.

I am, very respectfully,
Your obedient Servant,
John H. Morrison
Sub. Assistant Commissioner.
