"State the kind of crops raised, and the condition of the same; whether the freed people work for monthly wages or a portion of the crop, and the customary amount of either.

Cotton & Corn are principal crops. Prospect better than for many years. The Freed people generally work for either One third & rations or one Half and find their own rations 

"Include in your report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

But few freed people are apprenticed and but few instances of vagrancy  Contracts are generally made without any reference to the State Labor Laws 

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."

I find much difficulty in getting parties before me as I am not an Army Officer. If I employ Civil Officers to execute Mandates it is attended with Cost which the Freedman are not able now to pay. If a Sergeant or other sub non comss'd officers was detailed to do this duty and furnished with a horse the work could be easily done & without cost to the Freedmen
