"Report the disposition and feeling of the white people towards the freed people, as expressed by words and actions."
The disposition of the whites towards the freed people is very bad, and growing worse: a great many outrages are committed upon freedpeople and are not reported through fear of the murderous ruffians who infest this country


                       EDUCATION
   "Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction, and in what manner they may be assisted, etc."
Some whites are in favor of educating the freed people, and some opposed:  In places where there is no government office it would be dangerous to establish schools: at this time the freed people are doing well, and the school is progressing finely, but in other parts of this Sub District they are doing nothing for the want of protection, which I am unable to furnish them without troops.
   They can be greatly assisted in the matter of education by the Bureau furnishing teachers, and paying them sufficient salaries to allow the indigent to attend free of charge, and also by sending a sufficient military force to protect the schools.
