"Report the disposition and feeling of the white people towards the freed people, as expressed by words and actions." 

The feeling of the white people towards the Freedpeople is if possible worse than at any previous date. at least people are less guarded in their remarks. Freedpeople have told me this and I am led to beleave that Freedpeople are often badly treated and imposed upon, but dare not make report of it

EDUCATION. 
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what effort the freed people are making in that direction, and in what manner they may be assisted, &c."

The subject of Education receives no encouragement or assistance from the white people. In Victoria the Freedpeople are alive on the subject. Their School has increased to over Our Hundred Schoolars and they are about to build a Church and School House and in connection with it a house for their teacher to live in, and in that respect they are taking the advance of the white population, while in Victoria I visited the night School and found it in a flourishing condition  I noticed several grey haired men among the number who were learning beyond all expectation
