Sir: 
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending July 31st, 1868:
I have adjudicated upon but one Criminal and no civil suits during this month. The reason for this is that but few freedmen have made complaints before me, and I could not get an officer to execute writs when they did. The sheriff remained absent and refused to attend to any business. Only one of his deputies lives in town and he being jailer objects leaving his charge. We have had no marshal no constable and no will have no mayor of the town. Desperate men come into town daily and shooting
