If the freedmen in my district should gather together and attempt to do a wrong. All at one word could stop them. Where a Sub Commissioner does his duty the freedmen have confidence in him and they will obey all that he may say to them and they think it all wright, but where he is constantly doing them wrongs they very correctly consider him the worst enemy they have instead of being their friendly advisor in all instances.
