Cotton & Corn are the crops planted this year, mostly corn. Corn is a fair crop and Cotton so far a very fine crop. Freedmen work for one half of the crop being furnished with teams and tools. or Two Thirds when they furnish their own teams & tools

"Include in your report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."
The State Laws as regards Freed people in this District are not enforced.

"Report the difficulties you labor under in the performance of your duties, and how the same may be remedied."
