Sir:
In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending July 31st, 1868:

The disturbances which have occurred in my Sub district during the month have been numerous and the Spirit manifested by the whites imminently dangerous rebellious and Lawless. Since the outrages of the 10th, 17th and 23d Inst there has been a systematic attempt in the part of the whites to provoke the freedpeople to some lawless action the disloyal element are spreading constant reports to the effect that the colored population are about to rise
