"Give a statement of the official business transacted during the month, its nature, and your method of disposing of the same. State your office hours, the number of days absent from office, if any, and reason for the same."

My office hours are from 8 a.m. to sunset with an interval of two hours at noon  My official Business has principally consisted in endeavoring to protect the freed people from injustice & in trying to bring offenders against them to justice. I have been absent from my office one (1) day on official Business 

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words, will the civil authorities protect them and give them justice? &c."

No troops are stationed at my post, but the necessity for them is imperative  at the present time no freedman is secure either in life or property. The Civil Authority though willing is utterly powerless to protect them or to give them justice.
