"Make such practical and judicious suggestions as will, in your opinion, render the operation of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties, &c."

Believe. The murderers of Jim Jackson f.m.c. the men who so brutally beat the old man Perkins his wife and daughter and attempted the lives of two freedmen are still defiantly at large supported by a gang as bad as themselves and encouraged by the sympathy & good wishes of nearly the whole community. To make the arrest of these men by means of the civil officers & white citizens has been tried twice & failed and to arrest them by the aid of the Freedpeople would I am afraid lead to a fight between the two races and in the present temper of the people to consequences most disasterous.

I am, very respectfully,
Your obedient Servant,
Nesbit B Jenkins
Sub. Assistant Commissioner
