"Report the disposition and feeling of white people towards the freed people, as expressed by words and actions."
The disposition of the white toward the freedpeople is as bad as can be: Night after night outrages are committed on the freedpeople, and the presence of the troops only, prevent this extermination, or a vassalage  worse than slavery

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction, and in what manner they may be assisted, etc."
As a general thing the whites are opposed to the education of the freedpeople: the freedpeople are not doing much now to further the cause of education, but will do better when the crops are gathered
This education can be furthered by the Bureau furnishing teachers, and paying them a small salary so as to allow the indigent to attend free of charge
