Mounted men only will render the operations of the Bureau more efficient. In case I have to arrest an individual I can hire a horse to do so, but to arrest a number of men I cannot: only five horses can be hired here, and they in such condition that it would be foolishness to mount a man, and expect him to fight on one of them; and more foolish to mount a lot of men armed with muskets to follow a gang well armed and mounted. With the force I have now I cannot go even a short distance to arrest any party, for my absence with the troops would be the signal for another outbreak; I should therefore have a much larger number of men here. I have no report to make of the action of Civil Officers
