"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties, &c."

The Bureau being about to expire by law and the military authority being supreme in this State I would suggest a thorough and rigid examination or inspection of the officers known as Justices of the Peace throughout the state and incompetent men turned out. Good men appointed.

The Freedpeople will be entirely dependent upon Justice Courts, and their decisions, in the settlement of their difficulties  Commanders of posts or officers specially detailed for the purpose should make the inspections and reports in the matter
