In compliance with Circular Letter, dated Headquarters Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending November 30th, 1868.

I have but little of importance to report this month. And on the whole my Sub District has been generally quiet. this though somewhat encouraging and an apparent improvement on what has been must not however b looked upon as the result of any real or beneficial change in the people themselves. For I can detect no difference in their sentiments no more tolerance towards those who differ from them in opinion and no less prejudice & animosity to he Freedmen and White Union men than has hitherto existed.
