"Report the disposition and feeling of the white people towards the freed people as expressed by words and actions."
In this report I have nothing different to report from the last. And in my opinion no change for the better will take place in their disposition and feeling towards the Freedpeople unless indeed they would ultimately be induced by their Political Interests to look with a different eye upon the Freedman than they do at present.

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, &c., &c."
The feeling on this subject is not encouraging. And no steps are taken by the white people to promote the same. And indeed to do so would require more moral courage and zeal for the real interest of the colored man than I think any of the white citizens of my Sub District possess. The freedmen are not able to make much effort in this direction and are in need of good & competent teachers. But these are difficult to procure For they could I should imagine be more easily induced to immigrate to Africa than to come down here.
