Travelling thro the Sub-Dist. and making settlements, which is now most of the business done, as the crop has been gathered, and is ready for division. Office hours from 9 A.M. 'til 4 P.M. I have been absent from Oct. 23rd to Oct. 27th  at Huntsville in regard to business with W.H. Howard, Sub-Ass't. Com'r.

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words, will the civil authorities protect them and give them justice? &c."

I have none here, but there are in Livingston, Polk Co., a small detachment of Troops, and consider a necessity for the same, as the freedpeople are more secure in any dist., than if there were no Troops. The civil authorities continue to be prejudice against freedpeople.
