"Include in your report the operations of the State laws as applied to freedpeople, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."
the law is not enforced in any form whatever

"Report the difficulties you labor under in the performance of your duties, and how the same may be remedied."

the difficulties I labor under are many I have at different times employed attorney to assist one of the freedpeople in the case and in one case I exceeding regret my attorney C.C. McGinnis was shot at by another attorney for prosicuting a white man for assault & battery on the body of a freedwoman this is the actual situation of the courts in Bastrop County and unless officers are appointed that will administer the law without fear I openly say that justice cannot be had to a freedman
