Sir:

In compliance with Circular Letter, dated Headquarters, Bureau of Refugees, Freedmen and Abandoned Lands, State of Texas, Galveston, December 31, 1866, I have the honor to submit the following Report for the month ending December, 1868:

Sir, I have just received notice to send up this my last report. I have no business of interest on hand to report at present all is quiet, and it is to be hopeed [[oped]] will remain so for all time to come, we only nead [[need]] civil officers here now to enforce the civil law (this is my opinion)
