"Make such practical and judicious suggestions as will, in your opinion, render the operations of the Bureau more efficient, reporting such Bureau agents and civil officers as have neglected their duties, &c."

To make the Bureau efficient, the officer performing the duties of Sub-Asst Commr should be unencumbered with other duties, as the supervision of four or five Counties will require all his time, to produce any good results. The educational interest and which I consider of more importance than any other pertaining to the Bureau will require in this district, the services of some one person continuously, to attend to that and nothing else, to do his duty properly, his time will be fully occupied
