In compliance with circular Letter dated Headquarters BRF and AL State of Texas, Galveston Dec 31st, 1866, I have the honor to submit the following Report for the month of December 1868.

In obedience to General Orders No 9 C.S. from Headquarters Fifth Military District, Bureau RF and AL which reached me on the morning of the 16th instant, I immediately closed this office, except for the settlement of claims and trial of cases before set for hearing to a date subsequent to that of the reception of the order.

With the exception of the two criminal cases reported as tried by myself (for the reason that the influence of the Defendants was so great that I feared the civil magistrate would be unable to resist it) all others were turned over to a Justice of the Peace George Hill whose decisions have not (especially since it became
