"Report the disposition and feeling of the white people towards the freed people, as expressed by words and actions." 

The white people are rejoicing upon reading the order for discontinuance of the Bu., and feel satisfied, that the lower class of white people, being in the majority are ready now to wrong, cheat, swindle or kill on the slightest opportunity, or occasion. If the civil law is not enforced here I entertain no hopes for the freed people.

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction, and in what manner they may be assisted. &c."

Under this heading I have reported constantly the condition of the freed people in this Sub-Dist., and know that without Government aid they will do nothing for themselves, although I impress daily upon their minds the necessity for erecting school-houses and to hire teachers, but have as yet met with no success. How they may be assisted I have given in a report to Rev. Jo's. Welch, Sup't. of Schools.
