Districts have failed to find true Bills against the white men on the evidence of the Freedmen, or when the latter is the complainant. Judge Pedigo says, that the Grand Jury over which he presided was inditeable for disregarding positive and direct evidence of Freedmen.

Captain W. D. Wardlow, recently ordered to Homer, Angelina County with two Companies of the 12" Illinois Cavalry, reported his intention to arrest a planter named Herman Brown for killing a Freedman. It is stated, and corroborated by the evidence of the dying man, that Brown had in his service the Freedman's wife, and denied him the right to see her, threatening to shoot him if he came again, which threat Brown carried out. Capt Wardlow says it is currently rumored that there is an organization among the planters to kill every Freedman that leaves his former master. From my inspections I have no reason to give the rumor credence, but I find a general indisposition on the part of planters to sell the Freedmen provisions. In San-Augustine County, a planter named Gadden informed his employers [[employees]] that they were not free until Christmas, and compelled them to labor.

There are a number of Freedmen returning to Louisiana and other States, principally with their former masters; it is estimated by the most reliable citizens living on the Sabinetown road, that an average of about three hundred Freedmen have daily gone out of the State by this road for the past sixty days. Those with whom I conversed expressed a desire to get home, and seemed not to like Texas, saying there was too much Beef and not enough of Bacon here.

There has been no Agent of the Bureau in these Eastern Counties, and in fact but few of the inhabitants have seen a Federal Soldier; and being without mail facilities may account for the slow progress they are making in this great reformation, the result is that rumors and false impressions are common. It was believed by many that Freedmen are shipped from Texas, to Cuba and Brazil and there sold, and was also stated that England had declared war against the United States, and I not having seen a newspaper for over two weeks was at a loss to know the facts, but this gave me an opportunity to judge of the loyal sentiments, and I regret to say that I found many that expressed a wish, hoping
