States that on 20th ult. a Detachment of recruits for 26" & 35" U.S. Inft. encamped near Victoria on Guadalupe River under the charge of Capt. Evertt 38", U.S.C.T. and that although encamped on the edge of the timber, they burned the rails of farm of Jack Scott & Henry Armstrong, freedmen, damaging them about $200. This is the second time they have thus suffered. Asks that the value of damage be charged to recruits and paid to the freedmen. Also asks what was done in case of complaint made by him in a similar case in August 1866. |
