Transmits copies of most important laws passed by the Legislature of Texas. States it was commonly understood that these laws were intended to be enforced against Negroes only and can and never will be enforced against the Whites. Has been informed by a member of the House that members of the House who urged the adoption of these laws did not scruple to say are conversation that they were intended only to be enforced against the Negroes. |
