Can he be protected by Bureau? |

Acknowledges the receipt of letter of date and states an appropriation has been made by the Church he represents to purchase sites upon which to erect buildings for educational and religious purposes, that it is the desire that such buildings should be owned and controlled by the local congregation, by trustees appointed by them, just the same as white congregations own and control their buildings. But in cases where colored society is not sufficiently organized the missionary society that furnishes the funds retains the title and such time as the freedmen are capable of transacting their own business, but it is not their desire to accommodate or in any way control church property only so far as may be necessary to secure the rights of the freedpeople. |
