Referred to comdg officer of Co "J." 4th US Cav | 160 Galveston Texas Feby 26th 1867 States that while Inspecting freedpeople in penetentary [[penitentiary]] at Huntsville Texas a white convict. made the following statement viz – That his name was John Ross Sergt Co "J." 4th U.S. Cav that he left San Antonio Texas on April 18th 1866 for Carlisle Penn, on security service, Stopped at Gonzales Texas to visit. a Sergt. of 4th Mich Inf_ went to a frolic hired a horse from Col Branch, Mayor of Gonzales, agreed to be back at a certain time, but did not get back untill 4 hours after the set time, says arrested by the sheriff of County for horse stealing, put in Jail & kept about 6 months. then sentenced to 7 years in prison, also stated that he had written repeatedly to his Co Comdr but that they never sent his letters, and that the civil authorities did not give him a fair trail because he was a member of the U S army. Col Sinclair also states that Rooss looked like a good man, and asks that his case be investigated, as he has no doubt the civil authorities of Texas would use U.S. Soldiers a Ross claims to have been used | | March 1 | Sinclair Wm H * Inspector See EB page 301 | 161 Galveston Texas_ March 1st 1867 Reports as to the inadequate supply of Stationary and the want of office furniture in the offices of Sub Agents in interior of the State of Texas_ | | March 2 | Sinclair.
