Sir, 

Sometime in the month of November 1865, I forwarded to you an application for the restoration of my property.  This application was accompanied with proof of title, certificate of oath & all papers necessary to prove my right to the property - & in a few days I received through Capt Wilder an order from you restoring me to the possession of the property applied for upon the conditions usual in such cases.  This property consisted of two tracts of land, one of them known as "Turkey Neck" & the other as the "Mill Tract."   Capt. Wilder tells me that he immediately wrote to you stating the fact that the US Govt had put improvements upon the Mill & asking whether he should take away the improvements put upon it or turn it over to me as it stood.  Since that time nothing has been heard from you in regard to the matter except that you had forwarded it to Washington for the consideration of higher authority.  I respectfully represent that the Govt had nine months use of the Mill after it had been repaired & that now according to the statement of many of the citizens of this County
