it is in better condition than when the Govt first took it in hand.  What the condition of the Mill was at that time I can not say, but I hardly think it could have been much worse than at present. Under these circumstances the improvements will benefit me little or nothing.  Again the freedmen living on the place last year have not yet left the place although their lease expired at the 1st of this & Capt Wilder notified them to do so nearly two months ago.  It is important not only to myself but to the interests of the community that this Mill be put in thorough repair & this cannot be done unless I am given entire possession.  The freedmen occupy both the dwelling house & kitchen.  I must say they have filled them to their utmost capacity.

I therefore earnestly but respectfully ask that you send orders to Capt Wilder at your earliest convenience directing him what steps to take both in regard to the freedmen & the improvements on the mill.

If you could remove the freedmen from the dwelling house those in the kitchen might be permitted to remain there.  I have no wish to turn anyone out of doors but white and black cannot live peacably together in the same
