Matter of Mr S. W. Armistead's Sawmill, in Elizabeth City Co. Va.

Colonel,
I was specially ordered to investigate the matter of Mr S. W. Armistead's saw mill in Elizabeth City Co 9th district, Va and now respectfully Report.
The facts sufficiently appear by the two papers and endorsements enclosed herewith. The main fact is that considerable improvements and additions were placed upon the property by the government and that Mr Armistead should now on its restoration to him make a proper allowance therefor. These improvements are stated to be worth over $500. The last endorsement from Col. Brown (Jany 5. '66) was that the question should be submitted to arbitrators. I however saw Mr A. and Capt Wilder together and it was agreed between them that the value of the improvements be fixed as a compromise at $250, and that Mr A. should give his note for that sum at 60 days. The latter was satisfied so to do, being now without ready money, and Capt + Supt Wilder stated that he had no doubt of Mr A's solvency, and he (Capt. Wilder) was as satisfied with the security that he said he was willing
