I have the honor to acknowledge the receipt of petition of S. W. Armistead referred to me on the 26th for investigation & report. This is the place that Maj. Webster & Mr Chandler bought at confiscation Sale & then finally dropped, on which we had laid out [[strikethrough]] or [[/strikethrough]] nearly or quite $1000 to fit it up for a grist mill. It was not quite done when sold & the "Ord dynasty" began, and hence all repairs & building the dam, accrued to Mr Armistead. He has acted very unfairly, I will not say dishonestly though he has misrepresented the matter in various particulars.

He was informed of your recommendation to refer it to arbitrators, and also that we did not expect a penny more than any body of Common honesty & a knowledge of such things would say, & if he had such a man, I said go up with him & see & say what he would do, & if in reason I would
