To Colonel Brown, Asst Commr &c
State of Virginia

In the month of November last - a peremptory order was made by you to restore me to the possession of the land known as the Mill tracts, and the Mill thereon in the County of Elizabeth City, so soon as the lease there existing should expire as appears by the papers now on file in your office. Some difficulty afterwards arose with Capt CH Wilder agent &c for Elizabeth City, about the improvements he had put on the mill. I left that matter to arbitration at suggestion, and the arbitrators fixed the improvements as they now stand at $125. which amt I agreed with Capt Wilder to pay upon being put in possession. Capt Wilder insisted that I should pay $250. and allow two families of Freedmen in the kitchens in the yard attached to the dwelling to remain for the present year, and one other family of Freedmen to remain in the dwelling until [[?]] has commenced to provide for them, thus rendering the place comparatively worthless to me
