Brown Supt Freedmens Bureau Va with the information that, while admitting the remarkably, prompt, and perfect, satisfaction, invariably obtained at the Head Quarters office of Colonel O Brown, - when papers pass into the hands of his subordinate officers they are delayed an unreasonable time - frequently lost, and information regarding their disposition, either withheld or denied, - resulting in
